KARI NEGRI
President
Kari Negri, CEO of SKY has been known to always be at the forefront of any aspect of property management. But despite her busy schedule and her commitment to provide a level of excellence to her clients, Kari is also very passionate about helping the community.
Kari and her husband, Mike Donatelli bought their current home in Toluca Lake in 2007 with their daughter, Skyla (29). Enzo (11) entered the picture on Cinco de Mayo 2009. She began as the Treasurer of TLHOA in 2010 and was on the TLHOA Board for 5 years before terming out. She came back in 2017 and became President in 2020 just in time for the whole world to shut down. Although it felt like the whole world had gone crazy our community stayed united in spirit and came together to provide those in need comfort and in some cases food, social distanced fun as well as a strong sense of community for anyone who wanted to get involved.
On top of being a very busy CEO and the president of TLHOA, Kari also sits on the Board of Directors for AAGLA (Apartment Association of Greater Los Angeles), where she is the California Delegate to the National Apartment Association (NAA) and a frequent advocate in both Sacramento and Washington, D.C. She is also the author of “ask Kari” in the Apartment Age. She is the VP of Membership on the Board of NHPD (PALS). Kari is a highly-sought-after speaker at several trade shows throughout the country, touted as a multi-family real estate expert; she is an instructor for continuing education courses, she holds a real estate license, she is a building owner herself, and a proud mother of two!
DON ST CLAIR
Vice President
Don St. Clair, partner at McIntyre-St. Clair LLC, is a leadership and strategy consultant who works with government, not-for-profit organizations, and small businesses.
Prior to consultancy, Don enjoyed a 30-year career in higher education, serving as a senior executive and faculty member with universities in Indiana, Illinois, and California. He left higher education as a senior executive at Woodbury University to join his wife Janet McIntyre in a consulting practice founded in 1998. Don’s leadership role in greater Los Angeles has included serving as board chair of the Los Angeles Business Federation (BizFed), an alliance of 145 business groups representing 250,000-plus employers, and as board chair of VEDC, a nationally recognized community financial development institution (CDFI). He also served as chair of the board of the Nevada Microenterprise Initiative, served on the board of the Valley Industry and Commerce Association (VICA), and is past chair of the board of the Burbank Chamber of Commerce.
Don was board chair of the Burbank YMCA and served on the finance committee of the board of Providence Health and Services. He holds a Doctorate in Organizational Leadership from Pepperdine University.
Don has lived in the village since 1998. They reside on Sancola Avenue with their three children, Kendall, Payton, and Grant.
LEAH MANGUM

Leah Mangum and her husband have been raising their 2 boys in Toluca Lake for 15 years. She loved the community so much that she became a Block Captain for the Neighborhood Watch Program. Our family always attended the events that were produced by the wonderful Toluca Lake Committees. I wanted to become more involved in the TL community. Becoming a volunteer member on the TLHOA was a great way to be more involved in the neighborhood that we loved. I reached out to the TLHOA and was in charge of expanding our membership then I moved on to the executive board and took over the Secretary position.Leah attended Loyola University and owns her own Boutique Casting Company. She has been the president of the Wesley School Parent Association and was a member of the Development Committee. She is looking forward to seeing more neighbors become a part of our TLHOA.
BRENDON BLINCOE

Brendon Blincoe has lived in Toluca Lake since 2008, along with his wife Lauren and their twins. Professionally, Brendon is a Real Estate Agent with The Agency. Volunteering has always been rewarding to Brendon and his family. Giving back to the community that gives them so much happiness. This has been Brendon’s first year as a Trustee on the TLHOA where he currently serves as the Treasurer. He has also served on the Board of Trustees at the Wesley School (K-8) for the past four years. In addition, he has served as Chair on the Development Committee for 5 years. In 2018 Brendon and his wife were active in helping 'save Christmas' by joining forces with Angie (fellow Trustee) and Eric Niemeyer, to continuing the Christmas Eve tradition of the Magical Holiday Parade in Toluca Lake. Brendon and his wife currently serve on the Board for this nonprofit. In his spare time, Brendon enjoys family time in Newport Beach along with their mini Australian shepherd, Sailor and Yulin rescue pup, Pumpkin.
ANGIE NIEMEYER
Marketing & Advertising
Angie spent 15 years in marketing and advertising with Leo Burnett, Disney and ESPN before launching BIG Outdoor (an Out-of-Home Sales and Marketing Firm) with her husband, in 2013. In 2018, Angie and her family founded The Magical Holiday Parade. A non-profit organization dedicated to the preservation and restoration of a 37-year-old holiday caroling tradition in Toluca Lake. Angie is an advocate for foster care and adoption currently serving on the Advisory Board of BraveLove. A Dallas TX based organization committed to changing the perception of adoption. Angie and her family have been residents of Toluca Lake since 2001.
CHUCK REED
Public Policy, Land Use & Governmental Affairs Chair
Chuck Reed grew up in Studio City, California and he is a third-generation valley resident. He has lived in Toluca Lake since 2013 with his wife, Amanda and their two children, Oliver (11) and Elliot (9). They enjoy music, sports, hiking and family trips together. He has worked in the music business for over three decades and spent 27 years at Interscope Geffen A&M Records as VP of Studio Operations, A&R Director and In-House Engineer/ Producer. Currently, he is an Executive Producer of Podcasts for Cadence13/Entercom Communications and runs his audio/production company, Sancola Sound. Chuck and his wife are proud members of the Toluca Lake community and the TLHOA. Chuck is looking forward to the possibility of helping to keep our town great and helping to fix some of the issues we are currently facing. The local issues that he is most concerned about are crime, the homeless industrial complex, over-development, increased traffic and the dramatic rise in air traffic over us.
GAIL MILLS
Director Communications
Gail Mills has been a homeowner in Toluca Lake since 2000. They purchased their first of four homes here to be close to the Los Angeles Equestrian Center and their delightful village. Her husband, Joe, and her are both natives of Los Angeles, having met at Los Angeles High. They are a blended family of four adult kids and seven grands. They are both retired, he, as a Boeing VP, and Gail from LAUSD. Her last assignment was their neighborhood Walter Reed Middle School. Gail loved teaching and still tutor middle and high school math (no calculus!). She loves homemaking, gardening, piano (for my ears only), and staying in shape through swimming, training, and yoga. She has been learning to love golf (Braemar) since retiring from showing Quarter Horses. She looks forward to being a more intimate part of our community.
LAURIE ROWIHAB

Laurie has been a resident of Toluca Lake since 2008 and enjoys being a part of the incredible community along with her family. She currently runs a property management business for both residential and commercial property. She graduated from UCLA with a BA in Political Science and her previous corporate career includes Warner Bros. Consumer Products (Director of Licensing), Starbucks (District Manager), MAC Cosmetics (Account Executive) and Wells Fargo Bank (AVP Business Banking). She really looks forward to continuing service on the TLHOA Board to help make positive differences for the great Toluca Lake community.
ROY DISNEY
Bad Bills Chair
Roy has lived in Toluca Lake his entire life. His grandparents moved here in 1934 and 1937 respectively. He worked for Disney for 15 years. He helped found the Toluca Lake Neighborhood Council, ran the Chamber of Commerce for several years and founded Communities United for Smart Growth in order to combat GE’s radical expansion of its Universal Studios property. Roy has been married to Sheri Keller for more than 21 years and they are the proud parents of son Aidan and daughter Charlee. Roy has been a lifelong offshore sailboat racer and runner. Roy currently serves on the board of Campbell Hall School, Big Brothers and Sister of Greater Los Angeles and now on the Fales Committee at the US Naval Academy.
RUBY BOWEN

Ruby has been a Toluca Lake resident for over ten years, having grown up in nearby Burbank. She graduated from UCLA in 1991 and worked at UCLA Medical Center for many years running the Division of Pediatric Orthopaedics. Recently, she has devoted her time to Searchlighters, a philanthropic organization that raises funds for research and education at Orthopaedic Institute for Children, the UCLA Alumni Association as a scholarship application reader as well as the TLHOA where she writes the monthly newsletter. Her hobbies include reading, cooking, gardening, and all manner of outdoor activities.
RYAN ALTOON

Ryan Altoon is an Executive Vice President with Anderson Pacific, LLC, a Los Angeles-based development company creating sustainable mixed-use projects focused on transit connectivity and maximizing walkable communities – developing projects in key downtown areas throughout California. Mr. Altoon has over 20 years of experience in real estate, strategic planning, management and finance, and is responsible for overseeing entitlement and development projects for the firm. Mr. Altoon received an MBA from USC, a Certificate of Architecture from the Harvard Graduate School of Design, and a BA in Business/Economics and Art History from UCSB. He is a LEED Accredited Professional. Mr. Altoon serves as an Advisory Board member with the Urban Land Institute (Los Angeles), Long Beach Economic Partnership Board member, Downtown Long Beach. Alliance Board member and former Chair, LINC Housing Board member, former President and Board member of the Greater Toluca Lake Neighborhood Council (2009-2019), and Chair of Toluca Lake Beautification Partners. Ryan and his family have been residents of Toluca Lake since 2004.

I was fortunate to purchase my first home, a spanish 1930’s charmer, on Ponca, in 1986, a couple of years after my company moved to the valley from DTLA giving up my commute from Belmont Shore in Long Beach. Toluca Lake had the same small cozy neighborhood street vibe. Married 10 years later we moved to our home on Valley Spring Lane which was meant to be, having attempted to purchase it twice, through one foreclosure and one failed sale. Being able to give back to the neighborhood that i have loved eating, shopping, and caroling in has been fun and challenging as a Board member this year responsible for Membership and the Food Drives. Life notes-Happily Retired, Active Volunteer- Girl Scouts, SFV Indivisible, North Hollywood Interfaith Food Pantry, Voter Registration, Adelanto Visitation Group, Environmentalist & other civic & charity groups. * Past: Co-President Fever Clothing-Women’s apparel company with responsibilities for merchandising, design, production. DANA WELLS BOYD

Dana moved to Toluca Lake (for the second time) in 2005 while working at The Capital Group. While at home raising her boys, Reilly and Jackson, Dana became increasingly involved in the community, joining the Toluca Lake Garden Club in 2006, fundraising, attending community meetings and events. While serving as President of the garden club, Dana served on the Toluca Lake Beautification Partners Advisory Board and began her term with the Toluca Lake Homeowners Association in 2018. She led the team for the Turkey Trot fundraiser for two years with record donations and community engagement. Dana has manned booths at National Night Out, Taste of Toluca, the NHIFP food drive and is often spotted gardening at First Christian Church of North Hollywood where she grows fresh produce for the clients of the North Hollywood Interfaith Food Pantry. Dana was most recently Co-Chair of the “Flamingo” fundraiser. Dana believes that by working in and with our community groups in Toluca Lake we create a stronger community, ultimately leaving our village a better place for the next generation of Tolucans. Dana has a BS in Management from Pepperdine University, and a Certification in Fundraising from Boston University.

Scott is a longtime resident of Toluca Lake and Past President of the Toluca Lake Homeowners Association. Scott believes the true spirit and character of Toluca Lake is defined by the residents and local merchants and their shared passion to continually take action for the betterment of the community. Scott and his wife, Kelly, have raised their two children in Toluca Lake. Scott is the founder of SRM Real Estate Group and Boost Mortgage.

The Toluca Lake Homeowner’s Association is committed to preserving a gracious, tranquil, family-friendly, safe and high standard of life for all residents of Toluca Lake. We are dedicated to protecting the unique character and “village” atmosphere that have distinguished our wonderful community since 1923. While we certainly support the continued growth and vitality of our local economy, we oppose any zone changes, variances or other similar actions that might undermine the integrity and livability of Toluca Lake and negatively impact our neighborhood.
To this end, the TLHOA is working in concert with our sister organizations (Toluca Lake Chamber of Commerce, Greater Toluca Lake Neighborhood Council), City officials, developers, architects, property owners, and other key stakeholders to ensure that our members have a voice in shaping the projects that affect the well-being of our neighborhood and that of Toluca Village.
Our collective efforts, however, are just part of the picture. As residents of Toluca Lake, your personal focus, commitment and involvement are critical in helping us safeguard our community.
